The American Secretary of State, Marco Rubio, announced this Wednesday afternoon (7) a three-phase US plan for Venezuela.
In a speech at the Capitol alongside Secretary of War Pete Hegseth, the head of American diplomacy stated that the first step will be the stabilization of the South American country after the capture of dictator Nicolás Maduro. At this stage, 30 to 50 million barrels of oil will be sold, according to him. The distribution of the money obtained in this process will be controlled by the USA.
The second phase of the plan aims to ensure that “American, Western and foreign companies have access” to the Venezuelan oil market, Rubio clarified. This process will be under direct supervision from Washington.
“The second phase will be what we call recovery, which consists of ensuring that American, Western and other countries’ companies have fair access to the Venezuelan market,” he explained.
Still in this second stage, the head of American diplomacy said that “the process of national reconciliation will begin in Venezuela so that opposition forces can be amnestied and released from prisons or repatriated, and so that civil society can begin to rebuild”, Rubio added.
The third stage, about which he did not give details, would involve “a transitional step” in power.
During the announcement, the Secretary of State, who was directly linked to the American operation to remove Maduro from power, emphasized that the Trump administration maintains “tremendous control” over Venezuela’s interim leader, Delcy Rodríguez, dictating what the regime can or cannot do.
When asked about the duration of US involvement in Venezuela, Rubio recalled that only four days have passed since the operation and that long-term changes ultimately depend on the Venezuelan people.
