The House voted 215-211, with no support from Democrats. House Speaker Mike Johnson kept the vote open for more than five hours as he worked to get his Republican colleagues to take up the measure. Some in agricultural states were awaiting a future vote on expanding sales of ethanol-blended gasoline.
