Lula ends 5-day trip to Europe President Lula ended his five-day trip to Europe this Tuesday (21). The last appointment was in Portugal. President Lula was received by the Portuguese Prime Minister, Luís Montenegro. The visit to Lisbon was quick, just 5 hours. They talked about economic cooperation and also about xenophobia and immigration. Since 2025, Portugal has been passing laws that make it difficult for immigrants to apply for residence, grant a work visa and access citizenship. Prime Minister Luis Montenegro made a point of praising Brazilians, who today represent 5% of Portugal’s population. Portugal today has the second largest Brazilian community abroad, behind only the United States. There are around 500 thousand regularized people, not counting those with dual citizenship and irregulars. But with the tightening of laws, Brazilians have complained about the longer time it takes to analyze documents. Luis Montenegro that specific difficulties do not define the relationship between the two communities. Lula highlighted the strengthening of the bilateral partnership and argued that the advancement of the Mercosur–European Union Agreement expands investment opportunities between Brazil and Portugal. He also had a bilateral meeting with Portuguese President Antonio José Seguro, who took office in March. Then, Lula embarked back to Brazil.
