According to the Ministry, a series of measures aimed at strengthening the Armed Forces of Ukraine’s Air Force were implemented, with emphasis on the development of flight crews, as well as on improving the capabilities of technical and support personnel. Under the framework of the so-called Air Union, several groups of Ukrainian pilots were trained on modern foreign-made aircraft adapted to current operational needs.
The training program was tailored based on recent combat experience and structured in line with NATO interoperability standards. In addition to pilots, experts in the engineering and technology sector responsible for aircraft operational readiness, ground personnel in the field of airfield operations and logistics, and operators of special equipment for surveillance and reconnaissance systems were also trained overseas.
In parallel with the international training, the training of about 100 pilot cadets has been completed in Ukraine’s domestic military education system. According to the Ministry of Defense, these personnel are expected to play a central role in the renewal of the Air Force in the medium to long term.
As a result of qualification and certification examinations, aviation personnel have been awarded more than 400 national certifications certifying their compliance with high professional standards.
Cooperation with Sweden and Gripen
In December, Ukrainian Defense Minister Denis Shmikhaly discussed with his Swedish counterpart the start of training of Ukrainian pilots and technicians to operate Gripen fighter jets. This follows the signing of a letter of intent by Ukraine and Sweden for the possible delivery of up to 150 JAS 39 Gripen E aircraft to the Ukrainian Air Force in October 2025.
The agreement includes not only the supply of aircraft, but also the training of pilots, the formation of a technical team, and the establishment of a maintenance base in the country. The Gripen was selected by Ukrainian authorities for its reliability, low operating costs, and ability to operate from short runways. These have been assessed as suitable for the Ukrainian operational environment. In the future, it is expected that some of the production of these aircraft will be carried out domestically.
