Justice investigates whether governor of Minnesota and mayor of Minneapolis hindered the application of immigration laws

Gibson, 37, who fled the civil war in his West African home country as a child, had been ordered deported from the US, apparently because of a 2008 drug conviction that was later overturned. He remained in the country legally under what is known as a supervision order, according to Prokosch, and had been complying with the requirement to report regularly to immigration authorities.
