At a meeting of party leaders held on Tuesday, Mayor Hugo Motta has defined that he will create a general commission to discuss bills related to the protection of children and adolescents in the digital environment.
A working group or special committee will be instituted, with a period of 30 days to elaborate a consolidated text on the subject. With this, the agenda of amnesty for those involved in the acts of January 8 and the proposal that changes the income tax table to exempt those who earn up to 5,000 reais leave the radar of priorities.
Among the projects considered by Motta is the PL 2628/2022. Authored by Senator Alessandro Vieira (MDB-SE), the text provides for the adoption of actions aimed at parental control over content, content filters and data protection, as well as obligations for providers and applications.
“It is to ensure that these companies invest a small little piece of so much money that they make with data circulation in security techniques, focused particularly on the protection of children and adolescents. I hope that the House of Representatives will finally move forward on this subject. In the Senate, it is already the second or third attempt of legislation so that we finally have a standard in Brazil,” the senator explained in Brazil.
In the Senate, there are also enough 64 signatures to install a CPI on the subject, but the opening of the work still depends on the reading of the application by the president of the house, Davi Alcolumbre.
In the House, there are at least 15 bills that deal with the subject. Most were filed this week after viraling the YouTuber Felca video, which reported that digital platform algorithms promote children’s exploration content.
Representative Maria do Rosário was a rapporteur of a CPI against the sexual exploitation of children and adolescents, which resulted in legislation that defines the vulnerable rape and the confrontation to impunity. Now the parliamentarian has filed a new CPI request that fits in line with other committees that still await reading the application by President Hugo Motta to start the investigation work. Even so, he evaluated the president’s proposal to create a general commission to analyze the issue as positive.
“This general commission, in the plenary of the House, will discuss Alessandro Vieira’s project and all the other proposals that are being processed. Debating not only between parliamentarians, but with experts and President Hugo Motta has asked 30 days to put the stories in voting. I know 30 days may seem a lot, but if a set of articles is compiled and voted, we will be able to give a very positive response to society.”
The deputy also responded to criticism that the Brazilian Parliament had to wait for the repercussion of Youtuber Felca’s work, to mobilize around an urgent agenda:
“I believe Felca is fulfilling a very important role. But on the other hand, I also wonder: why the work we do, we who are Parliamentary Front of the Rights of the Child, we who act with civil society, with entities, with people who defend the Brazilian childhood, are often not heard and heard?
It seems that our agenda is less important.
I give my word that we will need to give more objective, direct and consequent answers to Brazilian society. ”
