Chamber publishes a new regiment that makes it difficult to obstruct the work

The House of Representatives has published a new edition of the house’s internal regiment with modifications that make it difficult to use the so -called “obstruction kit” – a set of mechanisms used to delay or prevent the voting of projects in the plenary. The text brings together measures approved since the last edition, published in March this year.

One of the official changes is the reduction of the interval between sessions on the same theme, which goes from 24 hours to 5 hours, allowing the continuity of votes without the need to summon new sessions. In addition, the updated version of the regiment eliminates the 5 -hour ceiling for deliberative (voting) sessions, weakening the use of deadlines as a obstruction tool.

At the beginning of the last week, opposition parliamentarians occupied the House and Senate directors in protest against the house arrest of former President Jair Bolsonaro (PL). The obstruction of the work in Congress sought to push the vote of guidelines such as amnesty to the condemned by the acts of January 8, 2023, the end of the privileged forum and the advance of impeachment requests against the Minister of STF Alexandre de Moraes.
