What’s behind the increase in ships abandoned at sea

These ships — usually oil tankers, like the one on which Ivan is trapped — tend to be old vessels, of obscure ownership, often without adequate seaworthiness, probably without insurance and with dangerous operations. In general, they sail under flags of convenience (FOCs), that is, they are registered in countries with very limited regulatory oversight.
