The Syrian government and the Syrian Democratic Forces (SDF) agreed to an immediate ceasefire on all fronts, with Kurdish forces withdrawing east of the Euphrates, state news agency SANA reported. According to the agency, the agreement provides for the immediate and complete transfer of the administration and military forces of the provinces of Deir ez-Zor and Raqqa to Damascus. The agreement envisages that the Syrian government will take control of all civilian institutions and facilities in the two provinces, with decrees to be issued to reinstate current officials in the relevant ministries. The agreement also grants the Syrian government control over all border crossings, as well as oil and gas fields in the region, whose protection will be guaranteed by regular government forces, in order to ensure the return of these resources to the Syrian State. Furthermore, all civil institutions in al-Hasakah Governorate will be integrated into the official institutions and administrative structures of the Syrian state, consolidating Damascus’ authority over key territories and infrastructure in the northeast.
