They did not have time to escape because everything was on fire,” Interior Minister Ihor Klymenko said in a televised statement. Three children are among the victims. Authorities have warned that the death toll could rise as around 25 people remain missing. Oksana Kobel hoped that her son, Bohdan, would be found alive. He was in a ninth-floor apartment at the time of the attack. “I went to work and heard the explosions. I called him and said, ‘Bohdan, go to the shelter, get dressed.’ He replied: ‘Mom, I’m awake, everything’s going to be okay,’” he said. Moscow denied targeting civilians and said the bombings were a response to “terrorist attacks” on Russian territory. According to the Kremlin, Ukrainian forces launched four US ATACMS missiles against the Russian city of Voronezh.
