This election took place during an extraordinary session of the Permanent Council on July 11, 2025 (watch video). At the beginning of the session, the Brazilian delegation explained that, after extensive consultations, it concluded that it was likely that a new vote would again result in a tie and that its government wished to avoid harm to the work of the IACHR. He further added that, considering that all elected commissioners in both the General Assembly and the Permanent Council would assume their positions on January 1, 2026, the Brazilian government assessed that prolonging the impasse and the resulting legal uncertainty, at a time when a strong IACHR is necessary, could negatively affect the promotion and protection of human rights in the hemisphere.
