Mayor of Macapá resigns after PF operation on fruade

by Marcelo Moreira

The mayor of Macapá, Antônio Paulo de Oliveira Furlan, resigned from his position after being removed from office as part of a Federal Police operation investigating a possible bid fraud scheme within the scope of a contract signed by the municipality’s Health Department.

The resignation request was sent to the mayor of Macapá, Pedro dos Santos Martins.

“Under the terms set out in article 226, IV¹, of the Organic Law of the Municipality of Macapá, I hereby formally present my resignation from the Mandate of Municipal Mayor of Macapá, for which I was elected on October 6, 2024, with 85.08% of the valid votes, and which I took office on 01/01/2025”, he said in the letter.

According to Furlan, his decision is based on a “public desire”, which is being “materialized in numerous polls of voting intentions, which look forward to my candidacy for the position of Governor of the State of Amapá, in the 2026 election, with my removal from office being a legal requirement, by resignation”.

According to the investigation, there is evidence of the existence of a criminal scheme, involving public agents and businesspeople, aimed at directing the bidding, embezzling public resources and money laundering in the engineering project and execution of works at the city’s Municipal General Hospital.

13 search and seizure warrants were executed in the cities of Macapá (AP), Belém (PA) and Natal (RN), issued by Minister Flávio Dino, of the Federal Supreme Court, who also ordered the removal of public servants from their positions for an initial period of 60 days.
