Immigration Judge Nina Froes, based in Chelmsford, Massachusetts, said in a Feb. 13 ruling that the U.S. Department of Homeland Security had failed to prove he was subject to deportation. According to her, the attempt was based on an unauthenticated document signed by Secretary of State Marco Rubio.
