The Organized Crime CPI must include the Master Case and also the complaints about the resort linked to the family of minister Dias Toffoli in the commission’s work plan. In an interview with presenter Paula Valdez, on Tarde Bandnews, the senator also defended the investigation into a possible infiltration of criminal organizations in the structure of the Three Powers.
“In the work plan that we approved from the CPI, there was already provision for investigating the infiltration of organized crime in the powers through contracts with law firms and other forms such as Fintechs.
The scope is absolutely adequate and what we will present, in the next few days, are the requests for breach of confidentiality and eventually calls for testimonies from people linked to the institutions”
In December last year, Minister Dias Toffoli decided that the investigation into Banco Master should be carried out in the STF, and not in the Federal Court in Brasília. The measure was taken following the summons of a federal deputy in the investigations. Parliamentarians have a privileged forum in the Court.
In November 2025, banker Daniel Vorcaro and other defendants were the target of Operation Compliance Zero, launched by the Federal Police (PF) to investigate the granting of false credits by Banco Master, including the attempted purchase of the financial institution by BRB, a public bank linked to the government of the Federal District. According to investigations, fraud could reach R$17 billion.
In addition to Vorcaro, former directors Luiz Antonio Bull, Alberto Feliz de Oliveira and Angelo Antonio Ribeiro da Silva are also being investigated, as well as Augusto Ferreira Lima, a former partner at the bank.
For Alessandro Vieira, Banco Master worked to launder money from organized crime.
“It is quite evident that Banco Master operated in two ways. Firstly as a large dirty money laundry. Secondly as a major source of financing for various political and non-political actors. As the investigations progress, we will have more clarity about this.”
The rapporteur of the Parliamentary Commission of Inquiry also anticipated that names linked to Minister Alexandre de Moraes could enter the radar of the collegiate’s investigations.
“Two issues involving Banco Master require urgent clarification through a CPI: first, the contract of around R$130 million with the law firm of Minister Alexandre’s family, which, apparently, lacks equivalent compensation; and, second, the real estate contracts that link family members of Minister Dias Toffoli to people linked to the same Banco Master. Such information requires an immediate investigation, and the Parliamentary Commission of Inquiry presents itself as the appropriate instrument for this.”
Alessandro Vieira also analyzed the work of parliamentarians with the possibility of expanding the scope of work.
“Obviously it’s not easy, we’re talking about the most powerful figures in the Republic. But we’ll only be a real Republic, Brazil will only be a real Republic when everyone is under the same law.”
BEHIND THE PRESSURE ON TOFFOLI
Reporter Caiã Messina, from Band Brasília, found that Dias Toffoli was approached by other ministers of the Federal Supreme Court (STF), who are concerned about the Court’s image in light of the decisions taken by him in the case about Banco Master.
The Supreme Court ministers agreed to give Toffoli “more time”. However, the concern is with possible “new facts” involving the judge.
According to the backstage, the minister will only decide on sending the case to the first instance after:
- the conclusion of the Federal Police report, scheduled for the beginning of March;
- sending the Federal Police report to the Attorney General’s Office (PGR) and subsequent opinion from Paulo Gonet regarding the STF’s competence to pursue the case.
The assessment of at least four ministers is that returning the case now would be “equivalent to a confession of guilt” on the part of Toffoli. There is also concern that the return, at this time, will be perceived in Brasília as a “weakness” of the court, “which gave in after pressure”.

The Federal Police (PF) postponed this Tuesday (27) the testimony of three people investigated in the Federal Supreme Court (STF) investigation that investigates financial fraud involving the purchase of Banco Master by Banco Regional de Brasília (BRB).
The testimonies of Robério Cesar Bonfim Mangueira, former superintendent of BRB, Ângelo Antônio Ribeiro da Silva, partner of Master, and Augusto Ferreira Lima, former partner, were expected.
A new date for the depositions has not yet been set.
The only person investigated was Luiz Antonio Bull, former director of Banco Master. According to Bull’s defense, he answered all the investigators’ questions and made himself available to provide clarifications.
