The document was signed by Trump and the leaders of Egypt, President Abdul al-Sisi, of Turkey, President Recep Erdogan, and of Qatar, Emir Tamim bin Hamad Al Thani — these nations acted as mediators in the peace negotiations between Israel and Hamas.
