The development is taken care of General Dynamics Land Systems (GDLS)who was also behind the technological demonstrator AbramsX. Although the M1E3 is not a direct development of the AbramsX, many of its technologies — such as advanced automation and intelligent sensors — may be integrated into the new platform.

The M1E3 program was officially launched after the cancellation of the M1A2 SEPv4 project in 2023, when the US Army decided to focus on an entirely new vehicle rather than further developing the existing generation.
