Ministry of Defense explains denial of Rio’s request for support from the Navy

This Tuesday (28), the Ministry of Defense clarified that the Rio de Janeiro government’s request for logistical support from the Navy, made in January 2025, was submitted for analysis by the Attorney General’s Office (AGU) before any decision was made. The order included the supply of armored vehicles (CLAnf) to reinforce security in state operations.

The note comes amidst speech by the governor of Rio de Janeiro, Cláudio Castro, who said that the federal government had no participation in the police operation carried out in the capital of Rio and also highlighted that the requests made to the Navy for the loan of armored vehicles were not met as they depended on the decree of a Law and Order Guarantee (GLO).

The letter sent by Rio was related to an episode that occurred in December 2024, when a Navy Sea and War Captain died after being shot at the Marcílio Dias Naval Hospital. On that occasion, the Navy positioned armored vehicles around the hospital, respecting the legal limit of 1,400 meters around military installations, as a measure to protect the facilities and soldiers.

The AGU issued a technical opinion highlighting that the state’s request could only be met within a GLO Operation, which depends on a presidential decree to be authorized. In other words, without the decree of the GLO, the Navy would not be able to provide the armored vehicles requested by the state government.
