The INSS CPMI is expected to take this Thursday (16), in a meeting scheduled for 9am, the testimony of Cícero Marcelino de Souza Santos, linked to the National Confederation of Family Farmers and Rural Family Entrepreneurs (Conafer), one of the associations accused of involvement in fraud against retirees and pensioners.
There are suspicions that Cícero Marcelino received illegal monthly fees from Conafer, under the pretext of being a service provider for the association.
In a statement to CPMI on September 29, Lopes said that Cícero Marcelino provided various services to the entity.
In the first part of the meeting, 101 requests are on the agenda, which should divide CMPI members. One of them is the breach of confidentiality by the former Minister of Social Security, Carlos Lupi. Requests include INSS institutional email and personal cell phone, as well as bank and tax details.
Parliamentarians must also decide whether to summon the vice-president of the National Union of Retirees, Pensioners and the Elderly (Sindnapi), José Ferreira da Silva, Frei Chico. Sindnapi is one of the associations accused by the rapporteur, deputy Alfredo Gaspar (União-AL), of joining retirees without authorization and charging them monthly fees automatically.
Frei Chico is the brother of the President of the Republic, Luiz Inácio Lula da Silva, and the target of 11 requests from senators and deputies to appear at the CPMI. Senator Izalci Lucas (PL-DF) states that Frei Chico must clarify the increase in the union’s earnings from monthly fees, given the silence of the president of Sindnapi, Milton Baptista de Souza Filho, in his testimony on October 9 (REQ 34/2025 – CPMI INSS).
