The vote on the Proposal of Amendment to the Constitution (PEC) of Public Security was postponed on Wednesday (9) in the Constitution and Justice Commission (CCJ) of the House of Representatives. The decision occurred after a collective request made by opposition parliamentarians, which, in practice, suspends the analysis of the proposal by at least two sessions of the Plenary.
The session was marked by attempts to obstruct the opposition, which tried to guide other projects in order to avoid even reading the opinion of the rapporteur, Deputy Mendonça Filho. Even with the resistance, the rapporteur was able to present his opinion favorable to PEC, but removing the most controversial point of the original text: the centralization of public safety actions at the federal level, empties the performance of states and municipalities.
CCJ Vice President Captain Alberto Neto explained that after the request for a view, the discussion can only be resumed after two sessions in plenary. With the parliamentary recess approaching, the expectation is that the theme will return to the agenda next Wednesday. According to him, the current debate focuses on the admissibility of the proposal and not the content, which will only be discussed in a special committee if PEC advances.
Alberto Neto also made criticism of the text, classifying it as ineffective and without news relevant to the security area. For him, the government was misunderstood by formulating the proposal and stopped listening to entities directly involved, such as the police. The opposition, according to the deputy, seeks to radically alter the content during the processing in the special committee, including the suggestion of a new more experienced rapporteur on the subject.
