The signatory countries of the letter are Australia, Austria, Belgium, Canada, Denmark, Slovenia, Spain, Estonia, Finland, France, Iceland, Ireland, Italy, Japan, Latonia, Lithuania, Luxembourg, the Netherlands, New Zealand, Norway, Portugal, Sweden, Switzerland and the United Kingdom.
