The PEC rapporteur of public security, who still finds resistance among parliamentarians, Deputy Mendonça (Union-PE), should meet with the mayor, Hugo Motta on Tuesday (08). The goal is to organize the last details of the text.
It is also expected that the deputy meet with leaders of parties and benches, before completing the report. The Chamber Constitution and Justice Commission (CCJ) will analyze the proposal on Wednesday (09). One of the points that generates discussion is the possibility of attributing to the Union the competence to establish the National Security Policy and Plan and coordinate the Penitentiary System in the States.
In early April, Minister Ricardo Lewandowski, primarily responsible for the text, presented to PEC to the mayor, Hugo Motta and leaders of the house. One of the objectives of the proposal is to give constitutional status to the Unified Public Security System, created in 2018 by extraordinary law. PEC also provides for the constitutionalization of national public security and penitentiary funds. The municipal guards will have their assignments redefined, and will be able to act in urban security, in ostensive and community policing actions, as well as arrests in the act.
