The Ministry of Transport studies releasing candidates for the National Driver’s License (CNH) of the obligation to attend self -school. The proposal aims to reduce the costs of the process and allow future drivers to prepare on their own, provided they pass the practical and theoretical test applied by Detran.
The issuance of the CNH must follow the molds defined by Contran (National Traffic Council). Upon approval of the proposal, it will be regulated by a CONTRAN resolution itself, without the need for voting in Congress. The measure would be valid for categories A (motorcycle) and B (car) and is part of a broader plan of modernization of the driver’s driver’s system.
The United States and the United Kingdom already adopt this model to obtain the qualification.
According to executive secretary George Santoro, the process to take the CNH costs an average of R $ 3,215.64-a value that, according to him, has prevented millions of Brazilians from enabling. Ministry data show that about 40% of people who buy motorcycles in Brazil have no wallet.
Even with the change, face -to -face classes with accredited instructors will continue to be offered to those who choose this format, with Senatran and State Detrans supervision.
The proposal faces resistance. The National Association of Detrans (and) scheduled a meeting with Minister Renan Filho to discuss the risks of flexibility.
Although the ministry speaks at an average cost of up to $ 4,000 to take CNH, Detran’s official values are much lower. Mandatory rates amount to about R $ 478, including exams, tests and issuance of permission to drive. The difference is in the schools, where the theoretical and practical classes, currently mandatory, can reach R $ 2,600. With the proposal, this expense would no longer be required.
