CCJ of the House will analyze PEC of Public Security this Wednesday (09)

by Marcelo Moreira

The Constitution Commission (CCJ) of the Chamber of Deputies will analyze on Wednesday (09) the PEC of Public Security. The proposal presented by the Lula administration is the focus of criticism by governors aligned with the opposition, such as Ronaldo Caiado (União Brasil), from Goiás.

In early April, the Minister of Justice and Public Security, Ricardo Lewandowski-who is primarily responsible for the text-presented the proposal of amendment to the Constitution to the mayor, Hugo Motta (Republicans-PB), and the other leaders of the house.

The proposal, whose rapporteur is Deputy Mendonça Filho (União Brasil-PE), aims to give constitutional status to the Unified Public Security System (SUSP), created in 2018 by ordinary law. The system provides for data sharing and the integration of operations of the federal, state and municipal public security agencies.

In addition, the PEC provides for the constitutionalization of national public security and penitentiary funds. The attributions of the municipal guards will be redefined, which can act in urban security, in ostensive and community policing actions and also make arrests in the act.

The text also provides for the inclusion of civil society representatives in the composition of the National Council of Public Security and Social Defense – which will have representatives of the Union, the States, the Federal District and the Municipalities.
