Russian government stated that Brasilia did not make clear his position on the compliance or not the arrest of Vladimir Putin by the International Criminal Court, of which Brazil is a signatory. BRICS Meeting takes place next week in Rio. Russian President Vladimir Putin will not travel to the BRICS summit, which happens next week in Rio de Janeiro, Kremlin announced on Wednesday (25). Russian government foreign policy advisor Yuri Ushakov said Putin decided not to attend the group’s leaders’ meeting because Brazil “failed to position itself clearly” about the arrest warrant issued against the Russian President by the International Criminal Court (ICC). “This is due to certain difficulties, in the context of the requirement of the ICC. In this context, the Brazilian government could not clearly position itself that would allow our president to participate in this meeting,” said Ushakov. In 2023, the ICT issued condemned Putin to prison for war crimes during the conflict against Ukraine. In theory, the court’s signatory countries, such as Brazil, must comply with arrest warrants issued by the International Court, but there is no Russia denies war crimes and Kremlin allegations, which did not signed the TPI foundation treaty, considered the null mandate and without effect. But this means that Putin needs to assess the risk of being arrested if he travels to another country signatory to the TPI treaty. In 2023, he decided not to travel to South Africa, to a BRICS summit. But last year he was received with a red carpet in Mongolia, even though he was a member state of the ICC. Ushakov stated that Putin would participate by Videoconference of the BRICS summit, which will take place on July 6 and 7 in Brazil. Russian Foreign Minister Sergei Lavrov will travel to the summit to represent Russia. According to media reports, Chinese President Xi Jinping will not attend the summit.
