President Luiz Inacio Lula da Silva sanctioned on Friday (27), the law that authorizes the use of money raised with traffic fines to pay the costs of the National Driver’s License (CNH) of low-income people. The new legislation comes into force in 45 days.
The so -called social CNH will benefit citizens registered in the Cadastro Único (Cadúnico), a system that gathers information on families in vulnerable situations. Resources may cover expenses such as medical examinations, theoretical and practical classes, administrative fees and issuance of the document.
The measure changes the Brazilian Traffic Code and expands the use of fines. In addition to actions such as signaling, engineering, inspection and traffic education, it will now be possible to invest this money in the process of qualifying low -income drivers.
According to Deputy José Guimarães (PT-CE), rapporteur of the bill, the high cost of CNH makes it difficult to access the job market for thousands of Brazilians. The new rule is expected to help social inclusion and income generation, especially in areas such as application transportation and delivery services.
The government will still define how the selection process will be and what documents will be required to request free CNH.
